CBN Confirms 82 Fully Licensed BDCs, Declares Operations by Unlicensed Dealers Illegal

The Central Bank of Nigeria (CBN) on Monday night, December 8, 2025, announced that 82 Bureaux De Change (BDCs) have been issued Final Licences and are now authorised to operate under the bank’s revised regulatory framework, effective November 27, 2025.

In a statement signed by the Acting Director of Corporate Communications, Hakama Sidi Ali (Mrs.), the apex bank emphasised that only BDCs listed on its official website are permitted to conduct foreign exchange operations.

She added that the CBN will continuously update its public register of validly licensed BDCs on its website and cautioned Nigerians against transacting with unlicensed forex dealers.

The bank further warned that running a BDC without proper licensing constitutes a criminal offence under Section 57(1) of the Banks and Other Financial Institutions Act (BOFIA) 2020.

The public was urged to adhere strictly to the new directive.
