The Supreme Court’s landmark judgment granting autonomy to local governments is a resounding victory for Nigeria’s democracy.
This decision reinforces the federal government’s efforts to empower local governments to fulfil their constitutional roles, bringing governance closer to the grassroots and bolstering our democratic fabric.
The judgment is a significant boost to LGA autonomy, ending the era of state governors’ control over local government funds. LG Chairmen must now breathe a sigh of relief, knowing they can manage their resources without interference. However, any mediocre LG Chairman who fails to perform or comply will face consequences, as they do not enjoy any immunity. EFCC will sort them out.
For too long, state governors have usurped local governments’ powers and resources, leading to a lack of accountability, inadequate service delivery, and stifled grassroots development. The Supreme Court’s judgment restores the original intent of our constitution, recognizing local governments as a distinct third tier of government with powers and responsibilities.
Granting autonomy to local governments will bring numerous benefits, including improved accountability, enhanced grassroots development, increased efficiency, and the attraction of competence and capacity. To address potential challenges, we must implement strategies like competitive recruitment, training programs, performance-based incentives, decentralization of powers, and improved working conditions.
A constitutional review is necessary to amend Section 162, ending the joint account of state and LG, ensuring local governments become recognized third-tier governments, free from state governors’ control, and getting INEC to conduct the LG elections. We must strengthen the legal framework to prevent any attempts to reverse the gains made.
To ensure probity and accountability, we must establish clear financial management systems, robust internal control mechanisms, independent anti-corruption agencies, citizen engagement platforms, e-governance systems, strengthened legislative oversight, whistleblower protection, and a culture of transparency and accountability.
The implementation of the Supreme Court’s decision and these measures will lead to improved service delivery, increased efficiency, and enhanced grassroots development. Let us work together to build a stronger, more accountable, and effective local government system that truly serves the people.
