Enugu Government Eases Traffic Rules as NBA Conference Begins

NBA Conference: Enugu Government Suspends Road Transport Enforcement

Enugu — The Enugu State Government has suspended all transport enforcement activities ahead of the 2025 Nigerian Bar Association (NBA) Annual General Conference, scheduled to hold in Enugu from August 25 to 29.

The directive was contained in a statement signed on Thursday by the Commissioner for Transport, Obi Ozor.


Transport Enforcement Suspended Until September 1

Mr. Ozor announced:

“With immediate effect, all transport-related enforcement activities are suspended in Enugu until Monday, September 1.

This moratorium is to ensure seamless mobility and zero friction during the ongoing NBA Annual General Conference movements. This also applies to all Ministry of Transport enforcement contract operations.”

He explained that the focus during this period should be on traffic management.


Reason for Suspension

According to the commissioner, with over 20,000 visitors expected in the city, it is crucial to:

  • Maintain smooth traffic flow
  • Prevent congestion around key locations such as the International Conference Centre, adjoining routes, and major clusters

Instructions to Enforcement Officers

  • Officers are to direct traffic aggressively and proactively, ensuring orderliness across major junctions, terminals, and access points.
  • All field staff must caution motorists professionally, without harassment or intimidation.
  • Any officer, unit, or contractor found wanting will face severe sanctions, including:
    • Summary removal from post
    • Contract termination
    • Loss of job

Exceptions and Reporting

Mr. Ozor clarified that all non-emergency enforcement activities are suspended, except for:

  • Safety
  • Critical and emergency responses (e.g., accidents, life-threatening hazards, active traffic incidents)

Such actions must be logged and reported to the ministry’s Permanent Secretary.

He also appealed to transport partners in Council Areas and the Enugu State Internal Revenue Service to:

  • Ensure orderliness
  • Provide temporary parking spaces during the period

Earlier Traffic Restrictions

Earlier, the ministry announced restrictions on vehicular movement to designated routes ahead of the conference.

The directive instructed Keke riders, commercial buses, and private vehicles to avoid restricted entry points during the week-long event to ensure smooth traffic management and security.

Government Advisory

The government advised motorists to:

  • Plan movements accordingly
  • Adhere strictly to traffic guidelines during the conference

It explained that the measures are temporary, aimed at ensuring the success of the NBA National Conference while minimising inconvenience to road users.
