Gov. Otti Signs Mini-Grid Regulation, Opens Abia for Private Energy Investment

History was made in Umuahia as Abia State Governor, Dr. Alex Otti, OFR, officially signed the Abia Mini-Grid Regulation Framework into use — a move that positions the state as one of the first in Nigeria to establish a clear legal pathway for private sector investment in power.

In a statement signed by him and made available to Jungle-Journalist.Com, Otti declared that the regulation would not only expand electricity access to unserved and underserved communities, but also serve as a catalyst for industrialisation and economic growth across Abia.

“The adoption of this framework marks the dawn of a new era for households and businesses. It expands our options for reliable electricity and will drive the industrialisation of Abia,” Otti said.

The Governor stressed that the framework provides clarity for investors and consumers on technical and commercial issues, while also ensuring quick dispute resolution. He thanked the International Solar Alliance (ISA) for their support, adding that the initiative aligns with Abia’s push towards a carbon-neutral future.

The Commissioner for Power and Public Utilities, Engr. Ikechukwu Monday, hailed the framework as a bold step that opens Abia’s doors wide to energy developers, investors and innovators, sending a strong signal that the state is ready for business in renewable energy.

ISA representative Ms. Onyi Iyizoba described the regulation as a milestone for both Abia and Nigeria, saying it would unlock investments, accelerate rural electrification, and transform livelihoods.

Another presenter, Mr. Joanis Holzigel, highlighted that Abia is the first state to adopt such a regulation, noting that it clearly spells out registration processes, tariff setting, community engagement, and rural industrialisation strategies.

The event drew top government officials, including Deputy Governor Engr. Ikechukwu Emetu, Chief of Staff Pastor Caleb Ajagba, PhD, Information Commissioner Prince Okey Kanu, and other senior aides.

With this move, Governor Otti has placed Abia at the forefront of Nigeria’s energy transition journey, showing once again that the state is open for innovation, investment, and industrial growth.
